scope includes preparing investment portfolios,
conducting highest and best use studies, and
developing a strategic investment plan. It also involves
reviewing unawarded sites, assessing expiring
contracts, preparing feasibility studies for key
locations, and delivering conceptual engineering
designs for major projects to support investment
decisions.
